CW-X86-P6 Ratio limits not working

I have a CW-X86-P6-N150
I want to limit the max turbo frequency to much lower than the defaults.
I set like this in the BIOS, save, restart, check again and the "Current turbo ratio settings" do not change. It will not change. I have confirmed in the OS that it is still boosting much faster than my set limits.
Please fix in a BIOS update. Thanks.

We recommend that you consider using the PL1 and PL2 settings within POWER to define the CPU power consumption limits. For greater energy efficiency, you may also disable CPU dynamic boosting if needed. If you have access to our wiki, we provide video tutorials there.

I've already done that. I want finer control over the max boost speed, regardless of power. I have power limits set too. I would like the turbo ratio limit settings to work. They are visible and available to set, so they should work. Thanks.
